test-inhibit: simplify push destinations for Windows
This was aborting because $pwd is expanding to 'C:/path/to/tests':
- pushing to file://$TESTTMP/inhibit2
- abort: hidden revision '003a4735afde'!
- (use --hidden to access hidden revisions)
+ abort: file:// URLs can only refer to localhost
