[test] drop forsaken windmill test (Closes 2535376)
* not run since multiple years
* windmill itself is in poor shape not even packaged in Debian.
The peace which other seek they find;
The heaviest storms not longet last;
Heaven grants even to the guiltiest mind
An amnesty for what is past;
