[wsgi] Fix https detection
- 'HTTPS' is not part of wsgi, it is a CGI variable. The right wsgi variable
is 'wsgi.url_scheme'
- Force https if url starts with '/https/' (and remove the prefix from the
path.
Closes #4305985
