Drop useless ConstraintInsertionTC
This test does nothing and is here from the begining of repo history.
Now it raise an error "TypeError: Skipped expected string as 'msg' parameter, got 'SkipTest' instead. Perhaps you meant to use a mark?"
Just drop it.
